The tendering process is divided in two phases: the selection of candidates and the evaluation of the applications submitted by the invited candidates, followed by the rights to sign the contract. It is planned that the Salaspils Intermodal freight terminal will have an area of approximately 150 ha and will stretch along the Rail Baltica main line for approximately 7 km. It will have both, a European standard gauge (1435 mm) infrastructure as well as a single 1520 mm track connection link. The successful solution of the project terminal will lay the groundwork for the further development of the approximately 500 ha area of Rail Baltica Salaspils Intermodal Logistics Center. The main function of the Salaspils Intermodal freight terminal will be to provide the receiving, delivery and logistics of cargo. It is planned to provide the following basic services with cargo trains in the terminal:

• rail - rail for both, European standard gauge (1435 mm) trains and 1520 mm gauge trains;
• rail - road;
• rail - container warehouse;
• connection with ports and airports.

In addition, it is planned to develop transportation, the processing of the train composition, for trains carrying trucks or semi trailers, thus providing a service to auto carriers and creating an area for multi-purpose warehouses in the territory of the cargo transshipment terminal.

The procurement contract is co-financed by the Connecting Europe Facility (CEF).
